By now you can report any offensive message on WhatsApp to DoT. Yes, if you receive any offensive message on WhatsApp from any number, you can directly report it to DoT. Register complaint with DoT against offensive WhatsApp messages by going to official website of DoT and provide them a screenshot of the message and DoT will take appropriate action against the sender of message.
Officials from DoT(Department of Telecom of India) has confirmed on February 22nd 2019 that by now people can raise a complaint and report any appropriate or offensive message received on WhatsApp. This includes any Images, message, video or files.
The victim just needs to furnish a screenshot of the message along with the mobile number and e-mail it to firstname.lastname@example.org.
If you are receiving and inappropriate message on your WhatsApp either in a group or from an individual. Any offensive message, image or video can be reported direclty to DoT(Department of Telecom)
If anyone is receiving abusive/offensive/death threats/ vulgar Whatsapp messages ,please send screen shots of the message along with the mobile numbers at email@example.com
We will take it up with the telecom operators and police heads for necessary action.

The move comes following many public figures, including journalists, complaining of receiving abusive and threatening messages.
The DoT, in an order on February 19, had said that licence conditions bar carriage of objectionable, obscene or unauthorised content in any form on the network.
